Help Installing Mac OS 9 on an eMac g4

My eMac is a G4 1.42 model and I am running the "OS 9 for unsupported G4's ISO" off of a 7 GB USB. I am now in the process of using Apple Software Restore to copy the OS 9 system folder to an external USB HDD (Partitioned to 60 gb). After the process was done I restarted to the boot menu and the HDD does not show for some reason even though the HDD system folder is "blessed" and yes OS9 drivers are installed on that drive as well.
