OS X up to and including 10.4 Tiger includes the Classic compatibility environment. AFAIK there was no change in app compatibility between the versions. It won't run anything like a sequencer that relies on timing or accesses special hardware, so it's generally not useful for most music things. But I've used simple audio editors and such.

The answer would be 10.2.8 Jaguar, or earlier. While app compatibility per se is unchanged between 10.3 Panther and 10.4.11 Tiger, there are lots of graphical smoothness issues, and some games actually became basically unplayable (e.g. Hexen).

Nothing beats natively-booted Mac OS 9.2.2 or earlier systems, though. That's what "Mac OS 9 Lives!" is all about!

i do have a 400mhz Pismo that I've had for almost 5 years (march 2021 is when i got it) the 1ghz TiBook i got from a tank plant in warren sterling heights Michigan that was doing a surplus sale (yes the one tank plant that had the infamous Dukakis Tank commercial in 1988) unfortunately due to the heat in that place and the TiBook being sealed the screen had a pink hue and eventually the screens backlight completely went out with no visible hinge issues or cracks but hey the pismo keeps chugging along!

If you are looking to run XP on an Intel Mac, a Boot Camp beta was available for Tiger (10.4) and became part of the install from Intel Macs with Leopard (10.5). Intel support was added with OS X Panther 10.3, but you would need Virtual PC or similar to emulate XP.

I did not have a good opinion of the earliest versions of OS X. Panther (10.3) was the first OS X I used as a daily driver, using "Classic" to run many applications I used regularly for years. Tiger for me finally brought a nice polish to OS X and I really began enjoying working on OS X. Leopard (10.5) brought a huge number of changes, most of which I thought were very good. By Leopard the OS X app ecosystem had grown mature enough that I was not really missing much of anything from the OS 9 and earlier era.

Snow Leopard dumped PPC support, which was a big bummer for most including me. However it was a nice refinement and was eagerly accepted and much liked by users of Intel Macs, and is considered to be one of OS Xes most stable and best preforming releases. In that regard, Snow Leopard is probably viewed by Mac users much the same XP is viewed by Windows users.

I am not very familiar with MS operating systems. Places I worked had MS OS computers, which I used while there, but never put much effort into mastering the OSes. So I am not the best person to ask, and probably this is not the best forum to provide insights into MS Operating systems.

DOSBox is available on the Macintosh Garden for PPC Macs, and there are a few emulators for MS Operating systems also available on the Garden. Personally I would look to have either 10.3 or 10.4 on the Pismo with a dual boot rather than the first couple OS X releases. The Pismo was a much loved laptop, with many users I know using them as daily drivers for a decade or more. There were a lot of processor upgrades and general upgrade and add ons available for the Pismo.

When I tinkered around fixing Macs, I would fix a dozen or more TiBooks, for every Pismo that landed on my bench.
