iMac G3 OS 9.0.4 All CDS Read Blank

I have an iMac G3 with OS 9.0.4. I have an OS 9.1 updater CD. When I put the updater CD (or any CD) in the iMac it reads the CD as blank and asks if I want to Eject or Initialize the CD. The only way I was able to get OS 9.0.4 CD to read was to restart the computer with the "c" key down. I did this also for Retrospect installer CD. Both finally showed on startup. I tried the same with the OS 9.1 CD, but it insists on reading it as blank.
