First of all, make sure you don't use MIDI channel 16.
MIDI channel 16 is for "manual work" not automatic.

I used channel 1.....

weird... it worked for me.
This behavior is usually if channel 16 is used...
Be sure that no recanalization occurs in Cubase.
Be sure that cubase Tempo is set  over 0 :)
Write some notes directly on Edit or Score window and send it to VGEE to try to isolate the problem.

is there something arjen did differently then mactron?
