Random wallpaper on startup
If you'd like your Mac to randomly pick a new wallpaper from a folder upon startup, you don't need any 3rd-party utility. All you got to do is to put all the desired wallpapers into a folder, e.g. using "Desktop Pictures" within System:Appearance.
Next you simply drag & drop the whole folder over onto the Appearance control panel. Mac OS will henceforth pick a random wallpaper from it and display it on startup. As per this screenshot:

If you're really looking for surprises, drag your entire Mac OS 9 hard disk (or partition) onto the Appearance Control Panel. Indexing all contents may take a while, but Mac OS will go hunting for a new wallpaper from your entire HDD on each startup.
