After a long time of searching I've found a fan controller for my PB G4. It was created by Andrea Fabrizi and works on PB G4s and Ibooks, download here: https://github.com/andreafabrizi/G4FanControl.

I've only tested on my PB so far and it works great.

It has been discontinued and the source is now available, so it may be useful/editable for other machines!

Is there an OS 9 Version ?

Haven't found anything for OS9 yet but I'm keeping my eye out, and am working on several things to try mimic this. My PB G4 gets too hot running OS9 for long periods of time.
