Sidetrack for OS 9?

Is there a piece of software that enables trackpad scrolling in OS 9?

Similar to Sidetrack for OS X - http://macintoshgarden.org/apps/sidetrack

Would also be great to increase the scroll speed of the directional arrows on the keyboard. I knoww you can do fn+arrow for page up and down, but I'd prefer the line by line to be faster with just standard press.

Any advice is appreciated!
