Extension for DOS formatting

Recently I have played around with disabling as much unused extensions as possible when I noticed I cannot format my USB stick to DOS anymore, only apple disk format.

Does anybody have knowledge which particular extension is responsible for the function?

when i remember right, in OS 8 and earlier it is the PC Exchange control panel which steals that option from you when you disable it.

in OS9 i dont know offhand where the functionality could be hidden.

Thats really a bit hidden but i already suspected it would be that maybe.
