QS Mac reboots after system shutdown with USB devices off but not when on

I've noticed a quirky thing and i can live with it, but couldn't find any threads that mentioned automatic rebooting.  So if I leave my MOTU 2408 on (it's using one of those PCI 324 cards) off or if i have my MOTU MidiExpress or MOTU MTP AV off, when I do a shutdown the mac will immediately restart.  however if I leave everything on it powers off just fine and stays off.  Anyone come across this before?
