Tachikoma CG was made in Autodesk/Discreet 3ds Max. An interview with Eiji Inomoto, who handled the Tachikoma animation, says that during Ghost in the Shell: Stand Alone Complex he was responsible for their animation, and another industry interview explicitly states that Inomoto worked on the Tachikoma in 3ds Max.
Inomoto’s Tachikoma station is actually not a Mac OS 9 target. It would have been a Windows + 3ds Max CG workstation. The Power Mac G4s in the Production I.G Studio 9 photographs are much more likely connected to other parts of the pipeline—2D, paint, backgrounds, compositing, editing, etc.—than to Inomoto’s Tachikoma animation itself.
