Is there a kind of software like "Nero Drive Speed" for Windows 98 to control the speed of the CD-ROM to reduce noise?

Yesterday i installed 9.2 on one of my Mini's and tested some games, but the noise of the CD-ROM rive is very loud. For the games I use often, i would make an image, but for some others not.
