HELP board set to "Reply Only"

Knezzen:
I just gave the help board to the Reply Only permission so no new topics can be created, but there's still the possibility to reply to existing topics.

Why?
Well, if you look into the board it's more of a "everything fits" bucket than anything else. More or less all topics in the HELP board can be moved to their respective "correct" board and be more or less on topic there, making it easier to find stuff.

This is what we intend to do going forward, but it will take some time to move everything, hence the topics already created can still be posted in but no new topics can be created.

All topics have been moved but the German ones. I simply don't have the time right now. I will get around to do that as well soon :)

And as always; nothing has been deleted, only moved.
