Just attaching this utility I found;

Might be possible to use it to format a USB stick as a dongle? :-X

Unfortunately, that has the same chance of success as me becoming a world class ballerina... meaning... it's NOT gonna happen

I strongly doubt this updater contains all the information that's actually needed for the dongle to activate the software. No doubt there's some sort of key that never leaves the device. This stuff wasn't made by chumps. Unfortunately!
