I have a Steinberg eLicense USB forSL1, and I don't have the CD, The Steinberg site only has patch updates, not the full Install

I got a link from Steinberg on request because I have a legal license for Cubase SL. You can register your key with MySteinberg and then you will be provided with links to Cubase SL for Mac OS or PC.

Ahhhhh Thanks, I've had the dongle for 15 years, but paperwork is long lost, what are they worried about, without a dongle (eLicense USB Key)  the ISO is useless

You do not need any documents to register your eLicense USB Key. The main thing is that the key is not stolen and unregistered for another user. After registration, you can write to Steinberg support and get an ISO or even upgrade to Cubase SX. Serial numbers can be found here.

Got a copy of CuBase SE 3 for windows, the link was here from Chris' site...
http://www.oldschooldaw.com/forums/index.php/topic,6651.0.html

and it runs in my virtual machine on High Sierra, the VM routes the windows audio (ASIO) to my Mac's Core audio and plays back on my Audient id44...

SE needs no dongle and converts .all and .sng files from Mac

I am finally able to bring in ancient .all files and export the MIDI and tracks into Logic X. and even compare the project simultaneously in CuBase SE Windows and Logic Pro 10.3.3 on separate monitors. This is a game changer for me. If anyone needs the Windows 7 32-Bit VM with Cubase 3 SE loaded just PM me, you will also need a version of Parallels.

it should have no problem with cubase files under sx3.. but you might run into problems if your files were saved with SX3 as SX3 has more functionality/resources available to it then SE3. but if the files were made with SL2/SX2 or below then it should work flawlessly at least to convert midi

Do you have a cracked copy of SX3 for windows, that does not need a dongle ?
