OS 9 and Stuffit Expander does unzip the file BUT perhaps back to the gibberish first reported.
However, moving the file to an OS 10.4.11 / Tiger partition via USB as first outlined
AND then simply double-clicking on that file in Tiger - yields the usable files.

So YES, OS X is the way to go.
*May also work under earlier versions of OS X.
OR, if your “modern” Mac happens to be running High Sierra
(and this isn’t something I’d normally consider, try… or trust)
…double-click on the downloaded file and it will open to this:
(Contents viewed inside of that folder.)
Which you can then drag that folder & contents to a USB
